How placements are decided

The letter is an editorial call: there is no score or formula behind it. This is what gets weighed when placing each operator. DAMAGE: burst is measured on the rotation timeline (Meta › Rotation), inside a standard team: the measured operator plus three teammates from the accessible pool — any 4★/5★ and, among 6★, only the permanent ones — following the operator's guide rotation against the same reference boss. Each burst window is judged on three axes: how much damage it deals, how long it takes and how much of the team's SP it burns. A huge burst that arrives late or eats all the SP is not worth the same as an immediate, cheap one. VERSATILITY: covering both AoE and single-target matters, and so does performing in the burst window and in sustained damage. A pure specialist — one-shot only, or waves only — can't be the top of the list no matter how high its window measures. SUPPORT: measured the other way around — how much they LIFT the team: ATK%, DMG taken and Susceptibility, Amp, the SP they return and their ability to enable the carries' Combos. On top sits a bonus for defensive capability (shields, damage reduction, control) that, when large, can carry a pure-defense unit on its own. ONE YARDSTICK FOR ALL: 6★ are counted at Potential 0 (no copies) and 4★/5★ at Potential 5 (maxed), because copies of a 6★ are nearly impossible to get outside its banner, while 4★/5★ copies pile up on their own. The BIS weapon and gear are assumed maxed. SCARCITY AND FLEXIBILITY: it also counts how many others cover the same element and role — the only enabler of an element is worth more than the fourth doing the same — and how many comps actually take them. Dual operators show in both columns; the secondary facet only if it reaches at least tier A — weak damage or support doesn't earn a second appearance. Within each tier, the left-to-right order runs from strongest to weakest, curated with the same measurements in sight. Complexity and the tags are explained below.
